Choosing Between Reflexion and ReWOO for a Failing Data-Extraction Agent

An agent extracts structured line items from scanned invoices using three tools: ocr_region(bbox), lookup_vendor(name), and validate_total(items, stated_total). On a sample of 50 invoices, the plain-ReAct version fails on 14 — 9 of those because it gives up after one bad OCR read on a smudged region without trying an alternate region or a different crop, and 5 because it made an early, wrong assumption about which columns were which and never revisited that assumption even though later columns clearly didn't make sense given it.
